This technique can be used by a starbase built on a sea or shallows sector to submerge it. It has to be tooled-up and requires a special action to initiate.
The tech will be removed and the starbase will have 150 cave complexes added.
Only one can be used per starbase (it will be noted in the GM entry on the position).
