Permission must always be obtained direct from the Supreme Pontiff prior to any establishment of bases within this system, as well as any exploration of planetary bodies within this system.
All exploration findings must be shared immediately with the BHD.
Black Guard exclusion Zones - No one is allowed to orbit or land on ANY celestial body (planet, asteroid, moon, or otherwise) , without prior consent from the Supreme Pontiff AND representatives of the Flagritz Empire: Kayxaer and TonyMac. Failure to obtain permission from the Flagritz will result in subsequent posting of the position by the Brotherhood of the True One. The celestial bodies of Davel and Blo are considered as exclusive Black Guard Exclusion Zones.
All Outposts in system are to register with the BHD.
All Starbases in system are to register and claim for BHD, with at least 1000 Troops.
Scout ships will be considered to be hostile and will be posted for subsequent destruction.
